Mission
Our mission is to develop, test, evaluate, and disseminate innovative Educational Restoration solutions that help schools, nonprofits, government agencies, and community organizations improve outcomes for vulnerable learners.
Vision
The Dr. Annise Mabry Foundation envisions a future where every learner, regardless of circumstance, has access to educational pathways that restore opportunity, dignity, and hope. We strive to create communities rooted in justice where education empowers, law enforcement and citizens work in harmony, and every individual is equipped to thrive through trauma-informed support, workforce development, and inclusive innovation.
Our Work
Drawing upon more than a decade of experience serving vulnerable learners, The Dr. Annise Mabry Foundation designs, tests, and evaluates innovative approaches to educational recovery, workforce readiness, justice-involved youth services, family engagement, and community-based learning.
Through research, pilot programs, practitioner training, and strategic partnerships, we help schools, nonprofits, government agencies, and community organizations implement evidence-informed solutions that improve outcomes at scale.
By transforming lessons learned in practice into transferable frameworks, tools, and strategies, the Foundation helps communities create sustainable pathways to opportunity, achievement, and long-term success.
What Is Educational Restoration?
Educational Restoration is an evidence-informed framework developed through more than a decade of practice, implementation, evaluation, and research focused on improving outcomes for vulnerable learners. Through Educational Restoration, organizations are equipped with practical strategies, implementation tools, and evidence-informed approaches designed to address educational disruption, restore opportunity, and improve learner success.

2018 – Today
From Educational Disobedience® to Educational Restoration™: A Timeline of Innovation and Impact
January 2018: Tiers Free Academy® expands its offerings and signs curriculum contract with eDynamics.
May 2018: Tiers Free Academy graduates 27 students in the Class of 2018 and partners with two local nonprofits to provide alternative pathways to high school diplomas for their clients.
July 2018: Dr. Annise Mabry releases Educational Disobedience® and the book rises to #1 New Release in Homeschooling on Amazon. Dr. Mabry also debuts the first Educational Disobedience workshop in Coweta County, Georgia.
November 2018: The Dr. Annise Mabry Foundation partners with the Oglethorpe Police Department to pilot the Cops in Community initiative and launch the Macon County Chiefs’ Diploma Program.
December 2018: The Atlanta Pride Committee awards The Dr. Annise Mabry Foundation a Community Reinvestment Grant, launching the Thrive with Pride program in rural Georgia. For The Kid in All of Us provides toys and gifts for the annual Christmas with a Cop program.
May 2019: Tiers Free Academy holds its third graduation ceremony, celebrating 27 high school graduates and two honorary graduates.
June 2019: The Macon County Chiefs’ Diploma Program celebrates its inaugural graduating class, recognizing 12 high school graduates and one honorary graduate.
July 2019: State Farm highlights the work of The Dr. Annise Mabry Foundation during its nonprofit showcase. For The Kid in All of Us donates 200 backpacks filled with school supplies for local students.
September 2019: Flint Energies awards funding through Operation Round Up to support the Macon County Chiefs’ Diploma Program.
December 2019: International Paper provides grant funding to support the Macon County Cops in Community initiative and the Macon County Chiefs’ Diploma Program. For The Kid in All of Us provides toys and gifts for Christmas with a Cop.
January 2020: The Atlanta Pride Committee renews its support of the Thrive with Pride program through an additional Community Reinvestment Grant.
April 2020: The Macon County Chiefs’ Diploma Program receives statewide recognition for its innovative partnership between law enforcement and education, creating alternative pathways to high school completion for nontraditional learners.
May 2020: In response to the COVID-19 educational crisis, Tiers Free Academy expands its services to support students and families experiencing academic disruption, learning loss, and barriers to educational access.
January 2023: Dr. Annise Mabry begins the formal development of the Educational Restoration Framework, synthesizing years of practice-based experience into a structured model for addressing educational disruption, fragmentation, and recovery.
May 2023: The Dr. Annise Mabry Foundation receives the Georgia City Solutions Award, recognizing its innovative approach to addressing educational and community challenges through collaborative programming and educational restoration initiatives.
April 2024: The Foundation secures significant grant funding to expand educational restoration initiatives, strengthening its capacity to serve vulnerable learners and support innovative community-based programming.
March 2025: Tiers Free Academy surpasses 1,500 graduates, marking a significant milestone in the organization’s commitment to educational restoration and alternative pathways to high school completion.
November 2025: Tiers Free Academy surpasses 1,900 graduates, reflecting continued growth and expanding impact among learners seeking flexible and nontraditional educational opportunities.
January 2026: Educational Restoration transitions from a field-tested practice model to a formal research, implementation, and dissemination framework, positioning The Dr. Annise Mabry Foundation as an educational innovation organization focused on scalable solutions for vulnerable learners.
June 2026: The Macon County Chiefs’ Diploma Program hosts its final graduation ceremony, recognizing 41 high school graduates and two honorary graduates. The ceremony marks the conclusion of a transformative partnership that expanded educational opportunity for rural, underserved, and nontraditional learners while influencing similar initiatives across Georgia.
June 2026: The Educational Restoration Outcomes Study is published, documenting practice-based evidence gathered through years of implementation. The publication transforms lessons learned in the field into a framework that can inform future educational recovery efforts, organizational practice, and learner success nationwide.
2017
December 2017: The Dr. Annise Mabry Foundation receives a grant from Hospital Authority of Rockdale and partners with Keli Marchman to provide weekly Encounter Social Skills for Early Elementary and Teens.
November 2017: The Dr. Annise Mabry Foundation receives Toys For Tots donations and partners with Just4Fun Radio to provide toys to children in 27 cities/9 counties and four foster care group homes for Christmas.
August 2017: The Dr. Annise Mabry Foundation receives a web site design grant from Causality
May 2017: Tiers Free Academy graduates 8 students and issues the first Honorary High School diploma to Becky Wood.
2016
November 2016: The Dr.Annise Mabry Foundation receives Toys For Tots donations and provide toys to children in 9 cities/5 counties as well as one foster care group home for Christmas.
December 2016: State Farm donates 12 laptops to Tiers Free Academy.
September 2016: The Dr. Annise Mabry Foundation receives IRS501c3 status.
August 2016: Dr. Mabry holds the first Tiers Free Academy graduation ceremony in the living room at her neighbor’s house.
2015
June 2015: Dr. Annise Mabry launches the Tiers Free program.
May 2015: Dr. Annise Mabry graduates her daughter as a homeschool student.
